Someone was hurt somewhere,then they chose to hurt back.

I suspect the thugs were hitmen or maybe They were robbers who found out the brother in law was a police officer.The police have been executing suspects of late...so you cant rule out a retaliation from the same thugs sending a message to other police officers.I think they thought the lady was a wife to the police officer....coz they way those guys were shot show it was an execution.....and personal.
