It usually depends on the land value and also on how the guys in the office feel. The surveyor is a regular customer so he can negotiate for you. If you take yourself, they will be hesitant to deal with you and if they agree, will ask for a higher amount than if surveyor negotiates for you.
Kenyasn civil service needs a complete overhaul in the salaries these guys are paid. They need higher salaries and better work environment.
