And that should be loaded on their HELB loans! All the Police needs to do is walk to the university, ask for names of the offenders, if none is produced, the cost is slapped pro-rata on every single soul, culprit or innocent, until everyone learns to carry their own cross and be brother's keeper. Hakuna atarudia. Or the fine goes to the university, which then loads it on the students' fees.

The problem will be the capacity to fuata offendors...ati names will published in the dailies every Thursday wunt the papers be full?

Me thinks this is a good strategy - In some countries the fines for traffic offences is more than the cost of a Vitz. if the lights have turned red no one will dare jump even at midnight when there is no other road user.

The 'timer' lights work very well in Khartoum where there are no roundabouts but boxed junctions. They still can work here but the trouble is with the Kenyan culture of impunity. Fine needs to be at the rate of cost of 'probox' per traffic offence.
