This is a terrible proposal and I hope it never sees the light of day.

Society already spends disproportionately on this small elite, as compared to what is spent on all other levels of education.

And now we propose to pay them for the privilege of not being able to find or create jobs?

Certainly not what I understood by resource transfer.

who comes up with such stupid ideas ?

Firstly it will demotivate some grads from seeking employment. Secondly it will cause inflation of graduates. We already have too many graduates. We need some people to strike out as entrepreneurs. Others to pursue technical courses.

No wonder we are a failed state.
