Kengen to recover KES 630m debt through increased tariffs.

Electricity generator Kengen has won a legal dispute against the Energy Regulatory commission, allowing it to recover the KES 630m debt owed to the Water Resource Management Authority (WRMA) from consumers, through a water charge on electricity bills. Kengen has since 2008 declined to pay WRMA five cents for every kilowatt hour (KhW) of power generated from its hydro power plants, arguing that it would need to recover the amount from consumers. ERC refused to approve the recovery of the debt from consumers prompting KenGen to refer the matter to the Energy Tribunal with the parties agreeing that the outstanding water use charges be passed on to consumers over a three year period. ERC last year allowed Kenya Power to introduce a water surcharge on consumer bills which would then compensate Water Resource Management Authority.

(Business Daily, sib)

Cabinet has approved a proposal by the Ministry of Energy and Petroleum to withdraw charges imposed on electricity generation and transmission by local authorities and government agencies.

The decision could see the cost of electricity climb down as it is aimed at reducing the number of charges which electricity consumers have to pay for in the monthly bill.

“Cabinet approved a proposal by the Ministry of Energy and Petroleum to withdraw charges imposed on electricity generation, transmission and distribution by local authorities and other government agencies as these have had the effect of escalating the cost of power,” read part of the brief on the Cabinet meeting.

Some of the charges include Sh630 million which the Water Resources Management Authority (WARMA), a government agency, is demanding from the Kenya Power Generating Company (KenGen) for producing more than two megawatts of electricity from hydro resources.

Geothermal firm makes first call for investor bids

Government-owned Geothermal Development Company (GDC) has invited investors to bid for contracts to develop three wells with a combined production capacity of 90 megawatts, marking a major milestone for the corporation which was founded to exploit Kenya’s geothermal power potential.

The plants are to be set up at the Menengai field within the Rift Valley basin and estimated to have naturally occurring steam with the potential to produce about 10,000 megawatts of geothermal power.

Successful bidders will be expected to finance and install the plants by the end of next year.

“They will be required to commission, operate and maintain the plant on a 25-year build, own, operate basis at the Menengai field,” said GDC in a statement.

GDC was hived off KenGen in 2009 as a stand-alone State-owned corporation to spearhead exploration and drilling of geothermal wells for leasing to power production companies. This is the first time the firm is inviting for bids to develop geothermal plants on a large scale.

Board, Cabinet Secretary fail to agree on hiring of new KenGen boss

A standoff between the Energy Cabinet Secretary and the KenGen Board has delayed the appointment of a new chief executive for the State corporation that oversees multi-billion shilling power projects.

The Kenya Electricity Generating Company Limited (Kengen) board recommended to Cabinet Secretary Davies Chirchir to appoint as MD and CEO Albert Mugo, who finished top in the job interviews.

Chirchir, who received the Board’s report on July 26, is yet to respond to the board amid reports that he favours the appointment of an “outsider” as MD.

Didn't like the idea of the separation at 1st but later thought it was indeed prudent to share the 'hit or miss' risk of exploration amongst all raiya ;-)
