Uganda Wants Chinese-Built Infrastructure Repaid With Oil Income
Uganda is seeking Chinese companies to finance infrastructure development that can be paid for once the country starts earning revenue from oil and gas production, Prime Minister Amama Mbabazi said.

“Our government is concentrating on a few priorities due to insufficient funding and China is to fund a number of these,” Mbabazi said. Chinese companies will “take over all contracts for infrastructural projects,” according to the statement, which didn’t provide further details.

Mbabazi made the comments at the end of a one-week official visit to China in which he met government leaders and officials from companies including China Machinery Engineering Corp. (1829), a Beijing-based builder, and Huawei Technologies Co., according to a statement e-mailed by his office yesterday.

Ugandan President Yoweri Museveni and his Chinese counterpart Xi Jinping earlier this year agreed on a “framework” to obtain Chinese investment for electricity generation, road construction and other infrastructure projects, according to the statement. They met at a summit of BRICS nations -- Brazil, Russia, India, China and South Africa -- in Durban, South Africa in March, it said.
Projects planned for development in East Africa’s third-largest economy include four hydropower plants and the paving of 21 roads, according to the statement.

Uganda discovered oil in 2006. Tullow Oil Plc (TLW) is developing Ugandan oilfields with China National Offshore Oil Corp. and France’s Total SA (FP) that are estimated to hold 3.5 billion barrels of oil. Output may begin on a “small scale” as early as next year, according to Tullow.

Ugandan Information Minister Rose Namayanja Nsereko said she couldn’t immediately comment when asked about Mbabazi’s statement today.

Kenya Navy blamed for delay in offshore oil exploration
July 3rd 2013 - MOMBASA, KENYA - A British oil exploration company says it has invested Sh3.6 billion in off shore oil exploration in the Indian Ocean but failure to deploy the Kenya Navy is delaying its operations.

Ophir Energy received is exploratory licence in 2011 and its officials say it has faced challenges, including lack of navy escorts in the deep sea where piracy is rife.

“A delay by the government of Kenya to deploy the Kenya navy, the threat of piracy in the Indian Ocean which unfortunately has become occupational hazard here in East Africa” are some of the challenges mentioned in a report by the firm seen by the Standard in Kilifi.

The World Bank on Thursday said it is willing to provide technical support to Kenya’s emerging petroleum sector, using the expertise and experience it has gained over the years in the many oil and gas producing countries the Bank works in. The World Bank Country Director, Diariétou Gaye said they have made a commitment under the Country Partnership Strategy for Kenya, which sets out the development priorities agreed between the government of Kenya and the World Bank Group, to make a catalytic contribution to Kenya’s continuing transformation to a middle income country. “The World Bank has responded to a request from the government to provide guidance to the government as it updates the legal, regulatory and fiscal framework of its petroleum sector,” she said while addressing the Kenya oil and gas sector development conference in Nairobi.

Kenya MIA, NOCK is too low level, sounds more like we are just being tolerated. Thank God for the Turkana oil finds, we would otherwise be in deep sh*t as a country.

Western commercial oil exploration in disputed areas of Somalia and discrepancies over which authorities can issue licenses to companies could spark further conflict in the African nation, U.N. monitors warned in a confidential report.
In the U.N. Monitoring Group's latest annual report to the Security Council's sanctions committee on Somalia and Eritrea, the experts said the Somali constitution gives considerable autonomy to regional governments to enter commercial oil deals.
But a petroleum law that has not yet been adopted by the country's parliament but is being invoked by federal officials in the capital Mogadishu says that the central government can distribute natural resources.

Reminds me of the natural gas that was found off the coast of Malindi. Somehow I didn't buy Kíraitú's explanation that it was not commercially viable. I get the sneaky feeling they were just trying to manage public expectations.

No need to read anything sinister.
It was not for Kiraitu to deem it non commercial. It is for the explorers to deem it thus and then inform Kiraitu to make the statement. These companies are focussed on maximising shareholder returns and would not miss any opportunity for that. Pancontinental fell 50p.c. on that day.
Non commercial hydrocarbons are encountered frequently. Govt. should focus on that already considered commercial.
