...And this fellow, traffic commandant Kimaru is telling us that the KRA issues the driving licences, which is okey.

Who instructs the KRA to issue licence...Kimaru!

Who examines and decides who will pass the driving test...Kimaru!

Who receives the documents and introductory schedules from the respective driving schools...Kimaru!!

Kimaru is smelling all over the driving licence issuance, so whatever he is telling us he should take it to his family!!

Kimaru!!!NKT!!!kubaf!!!
...besides, the presence of a safe alone does not signify that there is money inside...

This is old news. I know people who did not go to driving school but opted to go this way coz they had bought a car, couldn't drive it, and needed to learn with it.

I know a guy who got his a few years back for 2k. He had been driving the dad's car without a DL, hata long distance.

The guy used to go to the cops and report 'loss' of documents including a DL (he did not have), so that he is issued with an abstract which he uses for sometime. He would oftenly go to different stations for abstracts.

Ditto!!

Declare ALL DLs redundant and issue digitalized ones upon some strict digitalized exam.

Make AA the sole examining body for driving in partnership with the transport ministry. Every driver must go through a rigorous 2 month programme covering all aspects of driving then subjected to strict testing. Cops should no longer be involved in the process

Ahem, eliminate the police in the testing but have a public safety body that tests and helps to reform drivers who are found to have violated the rules.
