@jerry, RFP - Request For Proposal

I bring it up cause I pitched an idea to a govt institution and got a positive response. But was advised that for them to obtain merchandise, the company (me) must be pre-qualified. Rather than go through the protracted hassle of doing this myself, ........ well, you get the picture.
