Are they related? I&M Holdings is paying an interim dividend of Ksh 1.90 for the year ending July 2013. Banks in Kenya have financial years ending December.

I&M Holdings has 100% shareholding in I&M Bank. So, yes, they are very related

Why don't they pay final dividend since the year is over?
