Still kenya has the highest tarrifs among the major africa countries why do they want to go up instead of going down

Very misleading.A solar system worth 150K is good enough to run a medium residence house (3/4 bedrooms,security lights or 14 bulbs,Fridge,Radio, a coloured TV and a VCR/DVD player)
Nothing great was ever achieved without enthusiasm.
