Help! My stuff is 'Held by customs'

Hello good people,

So I ordered some very cute pairs of shoes from Hong Kong on Bid or Buy. Everything went well until the package got to NAIROBI C/QS; now its held by customs. The activity summary on Postal Corporation website is as follows;

2/28/2013 5:23 PM Posting/Collection

3/4/2013 8:07 PM Departure from outward office of exchange HK AMC

3/8/2013 10:57 AM Arrival at inward office of exchange NAIROBI C/QS

3/8/2013 10:59 AM Departure from inward office of exchange NAIROBI C/QS

3/8/2013 11:00 AM Held by customs NAIROBI C/QS

Anyone know what is happening and how to proceed from here? or should I kiss goodbye to my shoes?
Are shoes illegal items or something that I didn't know of?
PS; I'm new to this, msinicheke.

They are hoping to collect taxes on the package. Shoes are not tax exempt.

If you have the tracking number just go to City square post office parcels section (hapo 2nd floor) and you will collect your parcel. Customs officers are also based there to handle any payments. Otherwise the procedure is that once a parcel arrives, they send the small green card to your postal address to ask the recipient to collected the parcel. Tax is calculated based on the declared value of the item.

I have imported a few items and those posta/customs guys are pretty straight forward.

They usually send some notification to your postal address for you to go to the City Square offices. There the parcel shall be opened, the content appraised and if duty is payable (which will most likely be the case) decide on how much which you would then pay at a bank (think National Bank) and you get your parcel. If they haven't sent the notification yet but you have the details of the parcel then just go there and sort it out. Note that they charge some amounts if you do not collect after a specific time so the earlier you pick it the better.

If you've received the parcel notification slip, present it at the post office. Customs officers are usually deployed at major post offices. The officer may want to check the parcel to confirm that you're not importing anything illegal + to determine whether any taxes are payable

Are you sure its CSQ? I think you should go to GPO with the tracking number. You will pay the customs people in cash.

From her first comment it's clear she's been tracking it and it's currently at City Square.

And the last time I picked a parcel from customs at City Square (last year) they were not accepting cash unless it was below a certain amount (can't remember the amount though). One had to go and make payments at a bank. Heard it was to do with accountability or something among others. Line up to get it valued, line up to get paying papers for the bank, line up to pay at the bank, line up to pick stuff....
