An area with 1.6m population may have only 300k registered voters and the turn out was 70%.... It is 70% of THE REGISTERED VOTERS.... not the POPULATION! There was a guy in KTN who would have made a very good voter educator jana... dint get his name but i know he went to university..... may be THE.
