Here is the truth that everyone seems not to understand.
There are "companies" that can help you withdraw money from PayPal, but you won't go to PayPal and hit "Withdraw".
They use different methods to help you access the cash, mainly selling "goods" or "vouchers".
PayPal itself is against currency exchanges, that's why these guys are forced to sell.
The best company to go for is the one which will not get your account limited by PayPal. This includes sites where you are to send cash directly to individuals. In case PayPal suspends their account, people may have trouble accessing their cash.
The safest Kenyan site to go with is ePay-Kenya. which has helped people "withdraw" for more than 3 years (I am not getting a commmission for referring them, just saying the truth). They temporarily suspended PayPal transactions but are geared to be coming back fully. NO one has ever lost their cash or had their accounts limited due to ePay.
On the other hand, the ones below also work, but always exercise caution since they are young and companies like these come and go:
KenyaPesa - You get the cash in a few hours
Pesa-Gram - You get the cash in a few minutes
I have personally used them successfully.
Once again, the only company that you can actually withdraw with is Payoneer
