Hypothesis: Road carnage is directly proportional to rate of equilibrium for general market forces, and inversely proportional to technology applied.

Thus finding alternative mechanisms for market interaction and investing in high tech transport systems should reduce costs and increase productivity in the medium and long terms.

Heavier penalties will increase risk and generally push equilibrium rates higher. Thus costs will rise and rates of having accidents will also rise in the mid and long terms.

Can I report those parents who drive with young kids on the front passenger seats popping out of the windows unstrapped on the highway, those who hold babies in the front passenger seats and those who drive while holding a young one on the steering wheel?

They really get to me too. Do some parents really think the dangers they expose their kids to?

Though front seat for kids (big enough to use the seat belt) or in a car seat is ok if you disable the airbag.

The one that gets to me are the ones who could even be big enough to use a car seat but the wont use and wont sit still.

I was once told of a story where a man had his son in the front passenger seat, the sun got busy and opened the car bonnet while they we re on a high and at a high speed.
....the guy spent 2 years in ICU and has not legs as we speak. He rammed into the back of a trailer.

Reminds me of my childhood days. There was this village doctor who used to drive me around the city introducing the world to me. And you guessed it right. I was always at the front. Talking to him hapa kihapa.

Hehehe! He ended up being shot in his house!

But there it is! One reason for having a child in the danger zone.

What could be the consequence of relying on enforcement in such a case? I'd never have had some very valuable lessons.

We need to change our strategies.

If 30km/h and in town then I see no stupidity in him and maybe in you for being quick to judge so fast.

Even 10km/hr doesn't justify this! I'm not a parent yet but I would never allow this to happen to even my enemy's kids.
