So did he replace anybody when he reported on duty?
Did he report to any seniors..?
His papers?

This guy was sanctioned.. my guess. he was a mole within the forces.. sent by senior officials..

otherwise some heads should roll.. starting with his immediiate boss.. then same level collegeaus.. and ffinally a few subordinates...
otherwise its a diversion tactic ffrom something else..

But seriously, to get to the level of an assistant commissioner you must have served with other officers who work in the neighboring station or responded to an emergency with or worked with a certain superior or a junior. If I hear that someone senior is being transferred to our locality I inquire from anyone who might know about him/her, further to take up such a senior post you need the connections from above to clear the way for you and scratch your back when time calls for it.
