did you report immediately to the nearest police station...at least your narration does not touch on any contact with the traffic police immediately after the accident...it would easier since a police abstract would help a great deal to smoke out the ruffian...by the way the transfer forms usually indicate the location (home or office of the driver) of the vehicle...
three scenarios are likely here knowing who kenyans are:
Scenario no.1....You pay the excess to your insuarance company so that it can meet the full cost of repairs and the game ends there or
Scenario no. 2....If you did not report the accident to the police then the other driver could have decided to outrun you and reported first...if this is the case you may expect him to lounge a claim against you or
Scenario no. 3.....the other driver's actions immediately after the accident have an intimidation tone meant to put you off so that you do not bother him...
