Instead of cops going on a go slow due to poor pay, the gament should consider using traffic cops as commission agents and pay 10% of gross fines into a pool that is distributed quarterly to the police force as a bonus. That should kill the story of bribes, PAP!  Sudannese police are enjoying commission for every fine when they arrest you. Real motivation, eh!
