like quicksand said, its a matter of what kind of emergency you are in, and you would call the immediate available person to help. If you sick and you can't move out of hao, the first person you call is your neighbor to rush you to hosi before calling others, and again not just any neighbor

Does this have something to do with your recent Yellow fever jab/ certificate and the impeding international travel? In that case the Kenyan embassy wherever you are going and your hosts would be the best to sort you out. Also get contacts of the local police i.e 911. Otherwise folks back in Kenya won't be of much help. As they say fimbo ya mbali haiuwi nyoka, or is it jirani aliye karibu ni bora kushinda ndugu aliye mbali.
