A government certified optician from selected public (government) hospitals i guess...We will pay for the consultation and the reports to the government (read KRA)

A distraction to make people believe that the new laws are meant to curb traffic crimes..but nevertheless good.

If by any chance the licence has been confiscated or invalidated, to normalise it will not be for free..i bet. Normalising means going to KRAs offices to have the "invalidity" tags removed and you will be expected to pay...

Areas where the traffic crimes commissions are the highest on the particular road for maximum penalty collections....mmmmhhh very clever indeed..

This is not an amendment...it has always been a requirement for any road the world over from the time immemorial...Kenyan roads used to have them everywhere until the scrap metal dealers surfaced...
They should have included a sub-item...all scrap metal dealership have been banned for ever..

The government will be conducting the test...The drivers will be expected to pay the examiners (read government, KRA)...another multi-billion cash cow!!

A person who fails to surrender a licensing plate as required under this section commits an offence and shall be liable, upon conviction, to a fine not exceeding thirty thousand shillings and, in addition, a fine of ten thousand shillings for every month during which the failure persists.”
The government might force the insurance companies to increase the premiums on covers to accommodate the re-validation of the identification plates...a wise move hah.

...besides, the presence of a safe alone does not signify that there is money inside...
