That heft fine is good news to traffic police...now their wallets have fattened. I believe they will no longer be accepting something like 100/= but more than 500/=

at least majority of matatus have seat belts, most conductors and drivers wear a uniform, seating capacity is more comfortable, most matatus don't allow passengers to stand ...

at least some people care, majority of the rules at least the most visible ones are still in use
