Then let someone goad these KETRACO guys into doing their work and finishing it on schedule or better still, find someone else who can do it fast instead of killing the project just because the World Bank cannot trust KETRACO with doing their work right. It's bad that just an 'assumption' by the World Bank could derail a much needed project.
Which government project do you recall that came in on time & budget while meeting the specifications?

Phew! when will we start believing in ourselves and don't u think it's time we started doing something about ourselves and not let those condescending fools reinforce the belief that we are not good enough in us?

FYI, KETRACO is overseeing the project. A Spanish contractor is doing the building. The transmission line is quite long, about 428 km with the anticipated late 2013 completion.

About 50-90MW will be commissioned on December 2013. The full 300MW farm will be fully operational late 2014.

can't u see now where u are going wrong? only a fraction of the total output from the wind farm will be available at the anticipated completion of the transmission line. the rest of the power will come in end of 2014, so hii mambo ya excess power inatoka wapi? this is economic sabotage my bro.

Most governments are inherently in efficient. This is true for most parts of the world including the First World.

Why is LTWP asking KPLC to get a guarantee from the WB? Do they not trust KPLC? Why are fools blaming WB when it is LTWP asking for the guarantee.

If LTWP waives the requirement for the guarantee then WB is out of the picture!

BTW, even GoK (Ministry of Finance) refused to provide the guarantee hence WB stepped into the picture. LWTP should just waive the requirement for a guarantee!
