civil servants are doctors,engineers lawyers,economists,acctnts architects teachers lecturers etc. some1 is calling them lazy and want them to work over lunch hrs..some do.

Some are hardworking. Not all. I would rather have a small government (civil service) so these smart & hardworking Kenyans are unleashed into the private sector where they can grow the Kenyan economy & taxpayer base.

I think in this country there is still a distinction between civil servants and public servants. It explains why teachers were demanding for harmonization of their salaries with those of other civil servants. Not everyone who works for government qualifies for this 5% mortgage - just civil servants (I guess those directly employed by the PSC).
