It also depends on the county of manufacture, ie some counties are more likely to have airports waiting for maiden flight at 25 like URP counties. The most unlikely are the ODM, Wiper and TNA counties. In MRC counties its possible to have brand new airport in wrappers but the exhaust will be almost out of order.
