Tell you what,it's not always about qualifications needed to get into a job.What I think matters more is the actual work done.
Teaching small kids at times goes beyond books & notes.One also deals with the social aspects of the student as well.So why should the government pay some of them 13K while a clerk moving files up & down some private company gets 30K?
Formally employed people often live their employers' dream & forget about their own.
