I bought my first nokia 3310 in 2002 .safcom line was ksh 850-1000.

Actually for the most part of 2002 a line was still going for 2,500/=. Some dealers started selling the lines at a loss to capture more customers. The loss they made was recouped from the initial commission from Safcom and a share of future earnings from the line. You must have bought from one such dealer.
And by the way the could not let you leave with the line just like that. The insisted on 'installing/activating' it because their commission only became payable once the line is activated!
Never count on making a good sale. Have the purchase price be so attractive that even a mediocre sale gives good returns.
