Can I tactfully decline a job offer after I've already accepted?

No. I'm assuming by counter offer you mean money and/or position. You should have had those talks before resigning. I would not work for an employer who thinks I'm worth more just because someone else is interested.

I would have to go with nakujua and like he said, you can't go wrong with the truth, the reason why I wont advice you to go with Wendz advice is in professional world and with serious people, unavoidable carcumstances are unacceptable, if you write a letter with that word, you will look unserious and someone who do not know what they're doing. No one want to deal with unreliable and unpredictable person, someone who is visited by unavoidables. On the other hand if you say you have a better offer it actually push your stock up because it means other people see value in you and companies like people who are valuable infact you can come right back to them a year later and they'll like what you bring.

I wouldn't accept an offer immediately if there were other serious options where I was expecting feedback...

As for accepting a counter offer after resigning... as @kyt put it.. such discussions need to happen before the resignation letter / email is sent. After that ni kipindi cha lala salama.
