These are exactly the kind of projects politicians love - especially in an election period!!!
Ksh. 8.3 Billion on something we can't put a finger on! That’s genius!!! 'Spy' cameras are not supposed to be seen - and believe me, we will not see them! At best, they will spend 1.3B - 2.3B and the rest will go into the pockets of individuals.
And who comes up with these ideas? Use the 8.3 Billion to revolution the police force. Build them a state of the art forensic lab; get a sizeable number of officers top notch training in crime scene investigation. Buy a few radio equipment here, a couple of cars there etc.
If we are expected to pay this money some day, I don't care what you call it. It's tax payers’ money. If it is free money,... That is even worse. We might just transfer all the rights to our newly found oil to China some day because of the "free" money!
Never count on making a good sale. Have the purchase price be so attractive that even a mediocre sale gives good returns.
