Kenya Railways are always coming up with grand plans with nothing to show on the ground. Seems their core business nowadays is to dream. They should have constructed a light rail system in nairobi, or operate new trains and coaches on the current rail system by now instead of talking of building shopping malls, apartments etc. Seems they no longer know what their mandate is.
