Wouldn't it be better if we figured out how to stop vandalism in the first place or understand what causes it. It's the same thing going on now, how many people have died on the all new "Super Highway"? This is when the government is realizing that people needed to be reeducated on how to use such roads amongst other measures they could have taken earlier.
