Hongkong has a population of about 7 million people but only a paltry 1,200 delagates are allowed to engage in politics and elect the nations leadership including the president, the so called country leader.

The delgates includes the whos-is-whos on the land,like tycoons,business proffesionals,business oligachs etc.

And thats why the country has one of the highest HDI in the world.
