This medical board is run the same way as the lawyers complaint thing. Guys just protecting each other. Only when a case turns so ugly they can cover it no more do they quickly withdraw a license for a short while. I recall the case of a Doctor whose license was only withdrawn after she lost a case in court. It's all about damage control
