Well,then I think our upgrade left out the most important of all which is Economic Improvement.
And as a result,a small slum is upgraded into a bigger cz the lifestyles and living conditions remain the same.
The poor guy using firewood as fuel cz he can't afford paraffin will move into the flat with his firewood.
