Clearly, as they are quoting September figures yet listed companies with regional subsidiaries' 3rd quarter results did not show flat loan book growth. You must fear for the likes of NBK though (and the smaller banks no one knows about)

The bank’s protected deposits stood at Sh38.92 billion, against the fund’s total value of Sh26.94 billion.
It, however, adds that the particular bank had a substantial liquid asset base and did not pose any major risk to the Fund.
