In some developed countries, metro rail is run by different companies on different routes. The Gok should actually be a regulator in the industry like they do to the Telecoms and provide an enabling environment for industry making such investment to operate and make a profit.
If Gaament is using taxes to do rail, then this creates room for kickbacks and white elephant projects.

Actually, its meant to be the way majimaji says. We have Rift Valley Railways operating the locomotives and Kenya Railways owning the infrastructure.

At the moment Rift Valley Railways looks like monopoly bereft of much needed cash for investment.

May be an Infrastructure Bond might rescue the situation by providing the cash to overhaul the rails from colonial narrow gauge to standard gauge. Until this happens, all the stations we are doing will remain white elephants
