money maker,did it ever occur to you that the fact that other buildings around have balconies could simply mean that they paid a bribe or used their mps to have the same allowed. i have tried bringing that to your good attention but you either ignore it or do not get it. assuming it is the latter,let me be more simpler - if i drive a car without side mirrors i should not be saying that it is okay to do that and legal because three other vehicles in front of me do not have side mirrors. now if a traffic policeman was to stop those vehicles and allow them to proceed (after paying a bribe) and then when you are stopped i see you saying that the fact that those other vehicles have been allowed to proceed show that it is okay to drive without side mirrors.
so based on the post you initially posted,and still do,you do not give us a good reason to believe that balconies are ok'ed by kikuyu county council in that area where you were building. and fyi there are different building restrictions on/by different areas/local authorities. so if a plan has been allowed in say kitengela you do not expect it to be allowed by other local authorities in their areas. may be other local authority engineers are also just incompetent for all we know.
and the same engineer who approved the other buildings with the balconies probably approved them with THE BALCONIES because the owners corrupted him either by bribe or using someone in authority,and not because balconies were allowed.
now you can continue bringing in new issues to supplement your story but for a guy who was asked to change his plans 3 times (for all we know these changes were merited) and uses the presence of other buildings with balconies to justify his,you really should re-look at your behaviour in this affair because it is typical of most kenyans.
by typical i mean,that we are fast to scream corruption and accuse other of the same but not examine our own actions.
and mwenza is right,when you use someone in authority to influence say a public official towards a certain action (in your case the refusal to approve unmerited plans by a local authority engineer) then it is indeed corruption. money need not change hands.
