The rights have been dealt a huge blow with the depreciating ksh as whatever amount raised will need to be converted to hard currency - you don't buy embraers with ksh. They might defer, unless if maybe KLM lend KQ the US$ to be repaid when the ksh strengthens.

I believe the resolution was approval for the directors to go ahead with the rights. The meeting must have set a new authorised share capital. The details like when, how many, what price was left for the directors to deal with.
