Hi. I am a safaricom subscriber and wish to use my videos phone as a modem. can someone help me please?

Go to Settings
click Wireless & Networks
Select Tethering & Portable hotspot
Select either USB tethering (to connect via USB cable) or
Portable Wi-Fi hotspot(to connect wirelessly

The portable wi-fi hotspot feature instantly turns your Ideos into a wi-fi hotspot such that you can connect upto 20 computers to the internet wirelessly. Make sure you secure your network otherwise your neighbours may nyemelea your wi-fi. BTW this portable wi-fi hotspot feature is only found in only a few advanced smartphones such as iphone 4, Samsung galaxy II and Ideos.

tried it using USB but failed. what am I doing wrong?

Make sure when you connect the Ideos via USB cable, you DO NOT Turn USB ON on the phone, otherwise it will not Tether via USB. If your comp can read the SD Card, Turn USB OFF on the phone, then you'll be able to connect to the net via USB Tethering as per the instructions by @jaggernaut.
