There are too many styles of stealing at work and all those who work know it.
Did she:-
1.Open the cash box and steal when the cashier was not around?
2. Taking cash to purchase/pay and ate it instead?
3. Make false claims for money/circulate a request for a cheque to her account?
4. Collude with suppliers to inflate the prices of supplies/services?
5. Eat up and cover up her float money?

Is there incontrovertible evidence she stole. How did she steal? sometimes you do not need to sack, just improve controls. As some of the management want her to remain i suspect it is one of those loose loose cases of just kulamba sukari kidogo. If she is good take her for counselling and improve controls. I have witnessed all sorts of theft at all levels. Too many workers can be said to be thieves through varied definition. Our parliament is a good example of a house packed with respected Honorable thieves. Ali iba aje?

i would rather control the issues that will make the employee steal again. in most cases employees are just being human.

you do not keep an employees salary for 2months and expect they wont steal.
you do not create job insecurity for an employee and expect they wont steal
you do not pay below minimum wages to an employee and expect they wont steal
you do not work your employee past normal 8hr shifts without overtime and expect they wont steal

the best way to ensure employees dont steal is by treating them well, not like they are in a holiday camp per se' but ease their difficulties where possible and create a working environment where everyone feals like a team player.
that way they will know that if i steal today,i could lose this great job or my employer will not have made enough money to pay me if i steal all the stock.

@carygoh

May be you should also tell us why part of the management doesnt want the employee sacked..................could it be its due to lack of watertight evidence? Has the employee admitted liability?

People do not work for money as is held in common, they work for power(much know 2009-sk). If you are not a God father where you are, lenga the whole story and give neutral comments, otherwise, become a God father uself and do whats right with yours. Very dangerous ground!

My take is i wouldnt thin twice. Fire the guy. What message are u passing across by keeping them?...... Also if its a cash business look if there was anyone else in the know and give them same treatment. U cant affords to sleep well if you know there is someone u dont trust running/in ur bussiness...

depends on many factors including.

level of remorse
market value of employee

situation 1: employee shows remorse and is not likely to get a new job soon
retain the guy and make him feel that you are doing him/her a favour. you are likely to get the most faithful servant ever.

situation 2: This guy can get another job whenever he wants....
Fire the guy or frustrate the guy into resigning

@carygoh haha ati makosa imefanyika..the last time i heard that line there was a very sad man at the end of a panga.

anyway,if the working environment is good and the employer has done his part, the employee should be sacked, this is an employee out to start his own company and the current employer is his launching pad.
