A candidate for the yet to be formed Independent Electoral and Boundaries Commission (IEBC) has been disqualified for non-payment of a university loan advanced to him by the Higher Education Loans Board.

The candidate, Mr Isaac Mutoka Shivachi, graduated from the University of Nairobi in 1980, but has not serviced his loan in the past 19 years. He was disqualified during interviews for the recruitment of IEBC commissioners held in Nairobi Tuesday.....

Given the punitive penalties, I wonder how much his total bill is today...

The guy should try and get financial amnesty otherwise he will be finishedPray What rate would they use to calculate the penalties?

Good. I have heard guys cite the lamest of excuses including corruption in govt as a reason not to pay. CRB option should be implemented too.

However i have a problem with the this penel. why did they shortlist the guy when they knew that they will chase him away coz he had attached his HELB status report in the application? why was that??? Unless they are sending a message on behalf of HELB of course, which is not part of their mandate!!!

A candidate is supposed to come to the interview with the documents from HELB and KRA, not mail them ahead of time. So the question should be, why did the ***** show up when he knew he didn't have the document? Infact this requirement should be mandatory for ALL jobs in Kenya.

Yes; you will not qualify as a candidate for elective position if you haven't cleared with HELB, KRA, NSIS, CID etc...
