The rationale for short selling is the same as for going and as simple. If you think that the NSE will remain bearish for at least another 9-12 months, you offer those who want to stay long an opportunity an additional similar amount to what they'll from the dividend.You are holding on because you know the market will recover in 2013. You'd like to average down. Short-selling offers you the opportunity. And some cash to do it.
The CMA has no rules on short-selling though a fair number of NSE investors do it. Neither does have any rules on marginal lending which is now widely practised i.e. when you get given a loan by Equity to buy shares in an IPO. Marginal lending in the west is specifically not allowed for most retail investors unless they've taken professional advice.
QW you are welcome to short Equity all the way to 12 infact. I'll lend you my shares to help you along. And charge you ofcourse.
NSE will fall for a while yet. You may as well benefit while you wait for the uplift in 2013.
