Fire engines have been dispatched to City Hall in Nairobi to put out a fire that is currently burning a section of the building CC

Every couple of years, someone needs to cover his tracks and burns down city hall. You don't want to know what has gone up in flames. And because they continue resisting ICTs, you can bet there is no back up.
Never count on making a good sale. Have the purchase price be so attractive that even a mediocre sale gives good returns.

The fire at City Hall has been put out. The fire was caused by a faulty generator.

I think this is a good place to start. I don't mean to sound hard since the explosion could have its fatalities but the City Council had this coming for a long time. They refused to shape up and deliver fire services to Kenyans and now they're facing the same problem. Hope this makes them learn a vital lesson.
