Talk of cash in the hands of poor decisions makers. They'd rather donate the 50B USD to The Government of Somalia to stabilise it's stake in Mogadishu (looks like Italians planned this city well http://tinyurl.com/3d59kahnow) now that the city has been liberated. But again, this is Africa.
