He is very connected by the nature of his job. If you want him to state officially no maize has been stolen, you better make sure he gets a share of the maize. If you want him to state that the government had nothing to do with the missing oil, you had better make sure he gets some of that oil. He also has to be in contact with the president. There are some ministers - yes, ministers, not assistants - who can't secure an appointment with baba Jimmy. And if Alfred Mutua was in hell, he would insist that the government is not aware of the fire people are talking about and if anyone has information regarding the said fire, he should forward the information to the "government".
