I think (not sure) that in the first case you are paying for volume up to 1.5B so you enjoy the best throughputs the network can offer. In the second case, you are unlimited on volume but limited on time. So that you dont abuse the network, your throughputs are capped at 256kbps.
The laudable is more often than not rendered laughable by overclaim
