I don't think it is true. the writer of the column must have invented the story in order to bring out the important provision in the Njoki Ndung'u Act. That is: if you falsely accuse some one of an offense, you shall be punished in accordance with the punishment provided for what you accused him / her of doing.... in this case 10 year or more for accusing some one of rape

I now recall some women lobby group had wanted that clause removed from the Sexual Offences Bill at the time on the grounds that it would make women be afraid of reporting rape and if a guy on rape charge was freed he could then sue the woman for false accusations.
