PM issues order on sanitary towels

Someone should keep track of the number of orders this guy issues. Its a very noble though though to have all school going girls enjoying the use of pads

On cost implications, I think the menstrual cup could do well for the numbers affected. Hope mr flippy consulted.

considering that the government allocates approximately ksh 1200 per pupil per year which results into appromately ksh10 billion per year. the impact of giving sanitaty towels to girs approximatley 1million girls per month needs proper planning as the cost is quite high and how the project will be managed to benefit he intended persons. otherwise it will lead to another scandal. I think policy interventions to address the cost of sanotary towels and make them accessible is better than providing them for free

What got me even more worried is the decision by parliament to give 2k every month to our grandparos. Though a noble idea, the cost implication is phenomenal.

The more I observe this guy the more I see a reincarnation of President Moi.
Populist statements which are short term based and not sustainable. What happened to Diesel and Kerosene price reduction he ordered?
His campaigns are also like Moi's, Ikolomani he order for a road to be tarmacked just like Moi with electricity in Kipipiri.

You are so wrong boss! What is a road-side declaration here is not funding of girl-child education but the declaration that this must be done from July 1. Had he checked about funding plans for education against what is available from July 1? To the extent that he is giving orders suggests he has not consulted. Ordering the concerned Ministries to implement FROM JULY 1st the distribution of free pads amounts to a contempt of planning and whatever processes that go into it.

Mpenzi, 1st of all, you have done well to recognize the hierarchy. It will kind of soften the tough love I have for you.

Now for some education for you. Please concentrate on this.

One of the government policies they made and are attempting to implement is vision 2030, whether we like that vision or not is another story. But if you peruse it, you will notice this part and I have taken the liberty to quote it for your specific benefit:

3: integration of all special needs education into learning and training institutions
4: increasing the school enrollment rate to 95% and
5: ad nauseum

for you to qualify your uninformed and poorly thought out suggestion that the technocrats in the relevant ministries have just been ambushed with a 'road side declaration'? Ati 'contempt of planning and whatever processes that go into it'....brother!

Now please, for crying out loud for the second time, can you look at the relevant policies and documents and maybe question the bureaucrats and technocrats first before you respond to me. Again.

Free primary education was once declared before any concrete plans were made, money was then sourced for the same.....only difference here is who made the declaration!!!!!

I repeat - the issue is not whether girl-child education should or should not be enhanced but that we need to plan and implement policies properly - and making orders that something must happen by July 1st is not the way to go. The fact that free primary education was implemented in a similar manner does not make such manner of implementation correct - we must move away from that and plan properly.

Please do not put words in my mouth. Nowhere have I defended any plans, policies and implementation procedures.

Your work should be very easy - simply show me where it says in any of the plans that you say are in the works that the implementation date is 1st July 2011 - then I will agree with you that this was not a broad daylight road-side declaration.

This issuance of sanitary pads is way behind schedule. The July 1st 'order' is in fact, quite lenient to the bureaucrats and technocrats. Certain things were supposed to have been done before the financial year 2010 ends. You are the only one who still does not know that they are late, very late and are showing it off as if it were a medal.


Mpenzi, it is not wise to make someone go for the overkill on you, like you have just made me. It is daft.
