They should have simply reduced the calling charges withing their network since its clear this was the aim instead of telling people at you press star hash blah blah blah. Safcom is now behaving like celtel before they changed name to zain 'A stone is heavy,and the sand weighty; but a fool's wrath is heavier than them both.' (Proverbs 27:3).

The network intelligently determines the call rates according the the statistics of a given cell at any time hence you're able to enjoy the discount at any time. If they charged a flat rate of even 5 bob their network simply would come crashing down... Be the change you want to see in the world...
