what are needed are measures to change behaviours of drivers, not such measures where we all know they have neither the logistics, finances and even will to arrange nationwide driving tests for all Kenyan (and foreign residents here?) the drivers. Besides some of these bad drivers will still buy the new DL or test results, anyway. Plus its collective 'punishment' subjecting good drivers to a corrective exercise meant for bad drivers.
N'way, new tests for safety, new tests for using highway by-passes will potentially make driving schools the new cash cow in town...mimi naanzisha Boarding School ya Driving for the slow ones..

Some of the drivers need to go back to school, Those who drive with full lights without caring about other drivers. Those who overtake in sharp bends, where there are continuous yellow lines. Those who overtake you and immediately come in front of you without giving you the space forcing you to slow down and lastly those lorry/bus divers who don't have respect for the small cars. This are unqualified drivers and need to go back to school. Don't wait for the Last Judgment. It happens every day. ~Albert Camus, The Fall, 1956

@Impunity, unaweza kuwa umeongea sense. Honestly, we have all gone through the driver training system in Kenya, and IMHO...ni ABK! When being tested, i only drove on a straight line for like 50 meters, nikashuka for the next person. This kind of training may be the reason for the many car accidents we see on our roads. How many of us change lanes kwa roundabout? (This is actually where most accidents happen). @Guka, unaweza donate bijuti for use..na sis ni watu wa green movement I'll hear things like "Toa hiyo stove kwa barabara" from the matatu drivers

Perhaps a slightly modified version of what Mr Ole Kamwaro has in mind. I don't think it would be a major stretch to put in place measures that would punish, but more importantly 're-educate' errant drivers. The list of really basic things that @Tommy has mentioned. Some people have no clue that the blue light on the dash means lights are on full beam and the oncoming drivers are blinded (or the ones behind). Things like keeping one's lane on the road, especially kwa roundabout (never happens). Over time if done consistently and properly implemented (including GoK, diplomatic etc drivers), we could see improvement in road usage.

There are some simple steps that can be taken. One of them is issuing "second generation" driving license and performing a thorough database check [if a proper one exists] before issuing the new license. Most drivers - especially matatu drivers - have licenses from river road. Most of them - former conductors - cannot 'waste' the money and time required to attend a driving school. They already know how to 'drive' [More like move a vehicle from point A to point B] anyway. I would also be open to an comprehensive exam before one is issued with the "second generation" license. If you are a qualified driver you don't need to go back to driving school for that, do you? One more thing, the driving test/exam needs to be overhauled. It is a big joke. Washa gari. Haya twende. Weka gia two. Simamisha. Enda ningoje kwa station. What the hell? And then the next day the same fellow is free to zoom down Mombasa road! Let's get serious!! One should be tested on 3-point turn, hill start, driving on a highway, roundabout, junctions etc. The exam should not take less than an hour - it would rather cost more. It is human lives we are talking about here. Never count on making a good sale. Have the purchase price be so attractive that even a mediocre sale gives good returns.

No school can correct recklessness. Amend and/or enforce the law.

These regulatory organs are sickening. TLB wanatafuta pesa. Before they get to the point where everyone is being asked to go back to school, the situation should have been arrested. What are they doing to control standards and ensure that the currently in driving school are properly being trained? The biggest problem is with enforcement of the rules - After everyone has passed the new driving tests, with the same rules and same players, there will still be accidents.
For starters, traffic offences are treated as minor offences…– what’s the steepest penalty that anyone can be slapped with under the Traffic Act? I’ve seen people charged with reckless driving walking away with a fine of less than 5k, license intact, straight back to the road.

I agree with you, The society needs to change behavior and perception towards authority. Kenyans are very sure that with money they can bribe the justice system(Especially the Kenya police) and get away with anything. I once saw my neighbour allow his 13yr old son drive his car oblivious of the danger he and other motorists are in. Don't wait for the Last Judgment. Just enforce the law consistently! We seem to have a problem with consistent law enforcement in the country. At a roundabout, I see matatus on the wrong lane and the cops just look on!! There are some few cops who actually tell them to go the way the lane dictates but most especially on Uhuru Highway , Do not care! and so the impunity continues. I remember one Mr Sang' nyoroshad those fellows of Jogoo road ( including Mats) who loved to overlapp in about two weeks. He was there consistently and if he caught you overlapping, he would take you car keys and ask you to count 100 cars ( in traffic) by the time he came back, you had lost about an hour. He would give you back your keys and off you go. The next day, one would not be caught dead overlapping. Those were serious cops. It was romoured that he culd not read well so even if your Road licence or insurance was expired, you would just stop right infront of him. He would look at it and ask you to drive on. But he would not let you use the wrong lane. Never. I Think Therefore I Am
