@gadj, it is not a must to have a written tenancy agreement for residentials.Commercial premises wil require written agreement or else it wil b a protected lease(in which case the tenant is protected by Business Premises Rent Tribunal).For residentials, @litro gets it right in that the rent amt makes it controlled only that the rent is 2500 not 2000.To increase it you need approval from Rent Restriction Tribunal...The 2500 was set in 1982, and to my view it's outdated.There were plans to make it 10,000, I dont know what came of it
