I actually have completed my loan. My interest is in the finacial management of HELB. With the new consititutional dispensation, we must insist on probity in all goverment institutions. Moreso, we must ensure the generations to come enjoy better acess to financing of education than we did; if vision 2030 is to be achieved.

Using your argument I guess we should also probe the people who receive the loans. That being the case I doubt half of the people deserved the loan. Most of my other "comrades" used chacha to buy disposable 14 inch tvs, useless boomtwafs and some actually put the cash to good use and made more money or supported their reading!
I was denied the loan when I applied in first year but I reaped the benefit by having my full pay during my first job.

You are a good proactive citizen. To answer your question specifically, you may try;

1. The new constitution gives you the right to official information/data. Write to HELB by recorded delivery and retain a copy. If you don't get the data you require go to the High Court and seek an enforcement.

2. Go to your MP and lobby her to raise the question to the relevant Minister.

3. Keep asking at Wazua - how can we possibly give you data like that even if we had it, are we authorized, will it be reliable, to-date and authentic?

Past beneficiaries ought to take it as a moral duty to payback. Although i do not support the idea of threats of levying 5K per month on accounts of people not paying. Some people are not paying because of socio-economic situation while others its pure greed.. ''mta do nini''.

Gathinga you should advice those guys to pay up,sooner or later the now combined long hand of HELB and KRA will catch them...better still, they can visit HELB and negotiate the rate before its decided for them.

Our HR complied right after our confirmation,without our knowledge,its now been 9months and though painfull'we are used to it....kulipa ushuru ni kulinda uhuru.
